Seigniorage is the difference between the cost to produce a unit of currency and its market value. If positive seigniorage is achived, it can be included on revenues collected by the government. However, if the cost to make 5 cents or a nickel is 7.7 cents, then it counts as a loss. The cost varies depending on the current prices of raw materials used to make money.
